湖南邵阳获批设立跨境电子商务综合试验区

The State Council recently approved the establishment of comprehensive pilot zones for cross-border e-commerce in 15 cities and regions, including Shaoyang City of Hunan Province. This is China's another significant initiative in promoting foreign trade innovation and development.

近日，国务院一则批复显示，同意包括湖南省邵阳市在内的15个城市（地区）设立跨境电子商务综合试验区，这是中国在推动外贸创新发展方面的又一重要举措。

As the cradle and a powerhouse of private economy in Hunan Province, Shaoyang has pioneered development of private sector. For example, it has cultivated China's first small commodity market, Hunan's first private enterprise, Hunan's first private economy development zone, and China's first pilot county for private economy. There are more than one million Shaoyang entrepreneurs doing business around the world, with their total assets reaching 4 trillion CNY.

培育出了中国第一个小商品市场、湖南省第一家民营企业、湖南省第一个民营经济开发区以及中国第一个民营经济试点县……作为湖南民营经济的摇篮与重镇，邵阳在民营经济发展方面一直走在前列。目前遍布全球的邵商逾百万、资产总规模达4万亿元。

According to the approval, each comprehensive pilot zone will be officially named "China (City/Region) Cross-border E-commerce Comprehensive Pilot Zone." Specific implementation plans will be formulated and carried out by local provincial governments. Multiple support, including policy incentives, funding, platform resources, and tax benefits, will be provided for the cities and regions with approved pilot zones, to foster a cross-border e-commerce ecosystem characterized by "domestic-international collaboration, online-offline integration, and industrial chain synergy."

根据批复，各地综合试验区将以“中国（城市或地区名）跨境电子商务综合试验区”命名，具体实施方案由所在地省级人民政府分印发布与推进。这些试验区的设立，意味着这些城市将获得包括政策、资金、平台、税收等多维度的支持，有助于打造“境内外联动、线上线下融合、产业链配套”的跨境电商生态。

Since Hangzhou was approved as the first national-level cross-border e-commerce comprehensive pilot zone in 2015, China has expanded the number of such pilot zones several times. To date, over 160 cross-border e-commerce comprehensive pilot zones have been approved nationwide, covering all provinces and regions except Hong Kong, Macao, and Taiwan. Cross-border e-commerce has emerged as a critical engine for stabilizing foreign trade, stimulating consumption, and sustaining employment.

自2015年杭州成为首个国家级跨境电商综合试验区以来，中国跨境电商试点已历经多轮扩围。截至目前，全国已批准设立逾160个跨境电商综试区，覆盖除港澳台外所有省份和地区。跨境电商已成为稳外贸、促消费、稳就业的重要引擎。
